Reform only matters if it makes a difference — and to understand that difference, we need data.

The home moving process touches almost every part of the property market, from estate agents and conveyancers to lenders, surveyors, and removal specialists. Yet, historically, there’s been no single source of truth about how well the system performs.

That’s why one of the Home Buying and Selling Council’s key priorities is to track how reforms affect the real experience of home movers and professionals alike — using shared, trusted data.

 

Why Data Matters in Reform

Every policy or pilot project needs evidence of its impact. By gathering and analysing data from across the industry, the HBSC is helping to build that evidence base.

Data allows us to:

  • Measure the time it takes to complete a sale — from offer to exchange and completion.

  • Track fall-through rates and identify the causes of failed transactions.

  • Monitor consumer satisfaction and trust, understanding where delays or uncertainty arise.

  • Test new initiatives such as upfront information, digital conveyancing pilots, or reservation agreements.

This insight helps industry and government partners understand whether proposed reforms are delivering the intended results — and where further change is needed.

 

Measuring What Matters

The HBSC’s cross-sector working groups share information from across conveyancing, surveying, estate agency, and removals industries.

By looking at data over time, we can see:

  • How long it takes for a typical property to go from listing to completion.

  • Whether the introduction of upfront information reduces the average time to exchange.

  • How digital identity and property logbook initiatives are speeding up administrative checks.

  • Whether initiatives like reservation agreements lead to fewer failed transactions.

This data-driven approach allows HBSC to focus on evidence, not opinion, when advising government and shaping policy.

 

Collaboration Makes It Possible

Tracking reform requires more than just numbers — it requires collaboration.
HBSC brings together more than 100 organisations from across the home moving ecosystem to share anonymised insights and trends.

Working in partnership with:

  • HM Land Registry and the Digital Property Market Steering Group on digital data standards

  • Trade bodies representing agents, conveyancers, surveyors, and removers

  • Consumer organisations that capture real feedback from home movers

By connecting these insights, the HBSC ensures that policy recommendations are practical, transparent, and evidence-based.

Data only matters when it drives change.
By continuously measuring the impact of reforms, the HBSC can identify what’s working — and where more needs to be done.

For example:

  • Upfront information pilots have already shown faster sales progression and higher buyer confidence.

  • Digital conveyancing pilots are reducing duplication and improving communication between professionals.

  • Snagging and quality assurance frameworks are improving consumer satisfaction in new homes.

By sharing this learning openly, HBSC helps ensure that reform is built on real-world experience, not assumptions.
