Turning Recommendations into Real Change
Developed collaboratively through the HBSC Steering Group and specialist teams, these 26 actions turn insight into delivery.
Together, they form a practical roadmap for how reform can be delivered in a coordinated way - tested in real market conditions and supported by Government partners.
Help buyers and sellers make informed decisions earlier
Actions include:
1. Implement a consistent national template for property data (the BASPI).
2. Ensure material information required under estate agency regulations aligns with upfront data.
3. Support interoperability and standardisation of property data.
4. Encourage the use of digital property logbooks to maintain data over time.
5. Improve access to Energy Performance Certificate (EPC) and retrofit data.
Encourage stronger commitment and reduce fall-throughs
Actions include:
6. Develop and publish a national model Reservation Agreement.
7. Test Reservation Agreement pilots across different transaction types.Ā
8. Publish clear consumer information on Reservation Agreements and their benefits.
9. Provide updated training and guidance for agents and conveyancers.
Simplify how property data and documents are shared

11. Promote adoption of digital ID verification and e-signature standards.
12. Encourage upfront legal packs to be produced before a sale is agreed.
13. Explore options for a centralised digital contract exchange.

15. Support development of a single digital conveyancing standard (aligned with Land Registry initiatives).
